$1M Settlement in Man’s Police Cruiser Death

PRAIRIE DU CHIEN, WI (Ben Caxton) — Kaua`i County has agreed to pay the family of a man run over and killed by a KPD cruiser the sum of $1 million. 19-year-old Michael Kocher Jr. was struck by a vehicle while walking along Kaumualii Highway in January of 2015. A KPD officer responding to the scene at a high rate of speed ran over and killed Kocher who was alive at the time but lying injured in the roadway. An investigation showed the officer had been driving at speeds of up to 75 mph and was not using his high beams to see the road ahead as he approached the accident scene. Kaua`i Police have agreed to make changes in their training programs, using Kocher’s death as an example. The Garden Island newspaper reports that the county also agreed to place a plaque in honor of Kocher at a park near his family’s home in Eleele.
