$1 Million Bail for Manitowoc Double Homicide Suspect

MANITOWOC, WI (Ben Caxton) — Bail is set at $1 million cash Thursday for a 35-year-old Appleton man believed responsible for the shooting deaths of a Manitowoc father and his daughter. Karl M. Hess is facing two counts of first-degree intentional homicide in the September 2018 murders of 51-year-old Richard Miller and 19-year-old Jocelyn Miller. Police say Hess was acquainted with the two victims with theft being the motive for the crimes. District Attorney Jacalyn LaBre. Hess remains jailed and his initial appearance is scheduled for Monday afternoon at 1:30.
