Police: Man Shot at Landlord and an Officer, Missing Both

MANCHESTER, Iowa (AP) — A man who authorities say shot at his landlord and a police officer has been arrested in eastern Iowa’s Delaware County. Court records say 33-year-old Kenneth Noble is charged with two counts of attempted murder. He remained in custody Friday, jail records said. Noble’s preliminary hearing is scheduled for Feb. 28. A landlord in Manchester had asked for an officer to stand by while the landlord entered an apartment Thursday morning to make repairs, police said in a news release. A man later identified as Noble was inside the apartment. He shot at the landlord, who was narrowly missed by a bullet that whizzed by his head, police said. Manchester Police Capt. Rick Carnicle then moved in but also was shot at, police said. He fired back.
